BADRAMA TV holds a declassified two-page US National Security Council memorandum dated 9 December 1994, from Susan Rice and Timothy J. Atkin to National Security Advisor Anthony Lake. It records a pre-meeting briefing ahead of contact with Vice President and Defence Minister Paul Kagame, including Prime Minister Faustin Twagiramungu's Washington meetings and his account of Hutu–Tutsi tensions inside the Government of Rwanda, power-sharing, and civilian control over the military.
