Me NDAYISABA Emmanuel, a lawyer and former lieutenant, has reportedly been missing since March 2025 following his release from detention. Testimony submitted to BADRAMA alleges possible involvement or knowledge by individuals linked to Rwanda’s investigative and intelligence services. These allegations have not yet been independently verified, but the reported circumstances raise serious concern that this may be a case of enforced disappearance. BADRAMA is documenting this case as part of its investigation into alleged disappearances, arbitrary detentions and political repression involving former FDLR returnees and other persons perceived as opponents of the Government of Rwanda. BADRAMA invites relatives, witnesses, RIB, NISS and representatives of the Government of Rwanda to provide evidence, clarification or a formal response concerning Me NDAYISABA’s whereabouts and safety.
